This is a type of black/whitelist based on IPs. If you specify an IP or IP range as whitelist, for example, e-mails sent from such locations will never be marked as spam, for all your domain's e-mail accounts.
On the other hand, if you choose blacklist, connections coming from the IP specified will be refused.
